REPORTS TO: Superintendent of Schools

 

QUALIFICATIONS

  • Degree in Business Administration, Accounting, Finance or related field required and five years of municipal purchasing; or any combination of education, training and experience
  • Knowledge and experience in municipal finance, purchasing and budgeting procedures; school experience preferred. Ability and experience in district-wide budget planning and monitoring.
  • Ability to work cooperatively and responsively with all constituencies within the school and municipal community
  • Demonstrated knowledge of relevant local, state and federal laws and regulations related to school district operations
  • Excellent organization and interpersonal skills with the ability to work on multiple duties simultaneously and time management skills to complete assignments in a timely manner
  • Continuation of professional training, attendance at DESE meetings, and inclusion in professional organization
  • Ability to work in a team environment required
  • Leadership skills with experience in supervision and evaluation of staff

ESSENTIAL FUNCTIONS

  1. Responsible for maintaining all business and financial records according to school district requirements and in compliance with Massachusetts State Laws or Federal Regulation.
  2. Assists the Superintendent of Schools and the School Committee in preparation and management of the annual budget and overall financial planning.
  3. Performs budget analysis and proper controls of all accounts including operational budget, revolving accounts and grants.
  4. Recommends prudent management decisions concerning changes in budget plans during the school year.
  5. Analyzes and interprets financial data and recommends changes to improve the system.
  6. Forecasts budget line items, and prepares and maintains long-term budgeting framework.
  7. Oversees the preparation of local, state, and federal financial and statistical reports relative to his/her areas of responsibility.
  8. Provides supervision of accountants and assistants. 
  9. Leads the development of improvements in the financial management of the school system including budget methods, purchasing and bid procedures, requests for proposals as well as budget format and presentations.
  10. Collaborates with community and municipal organizations in interpreting the financial needs and impact of the school system by providing program and financial data and analyses, through personal appearance, as appropriate.
  11. Attend School Committee meetings, including relevant sub-committee meetings, as required by the Superintendent
  12. Prepares and/or reviews all documents used for soliciting quotations, bids, requests for proposal and requests for information and ensures that proper procurement procedures are in place.  Recommends the awarding of bids and other types of procurements.
  13. Assists the Superintendent and the School Committee in the collective bargaining process by providing cost analysis and impact of direct and indirect economic benefits, economic and non-economic collective bargaining language, cost analysis of union proposals; makes recommendations to the Superintendent and the School Committee regarding the financial ability of the school district to accommodate collective bargaining proposals and the financial impact of collective bargaining proposals.
  14. Oversees the disbursement of School District funds to vendors and the resolution of all billing problems.
  15. Assumes responsibility for preparing accounting practices that records all receipts and disbursements including grant receipts in revolving accounts and general accounts.
  16. Responsible for initiating efficient purchasing procedures.
  17. Estimates local, state, and federal revenue receipts.
  18. Oversees the proper execution of all contracted services provided to the school district by outside vendors.
  19. Collaborates with other administrators, staff, and town officials for the preparation of processing of Insurance Claim Reports and works cooperatively with Town of North Andover officials in follow-up action until resolution is reached.
  20. Responsible for coordination of purchase order systems and all other documentation necessary for ordering supplies, equipment and services necessary for the operation of the school district.
  21. Supervises the School District portion of the Town of North Andover’s annual independent audit.
  22. Oversees all staff involved with Student Activity Accounting, including training, distribution of policies, procedures, and forms, recommending new or amended policies to the Superintendent and School Committee, and supervising the annual external audit of all student activity funds.
  23. Assumes any other duties and responsibilities, which the Superintendent of Schools may assign for the efficient and effective operation of the North Andover Public Schools.

WORK YEAR: 12-months
